Policy making is a tool that helps individuals, groups and organisations come to an understanding of the issues, challenges and opportunities that lie before them. It also helps them to make a decision about what action ought to be taken in response.

Policy making begins by clarifying and gaining an understanding of an issue, challenge or opportunity. On many occasions it takes time to come to an understanding of the issues and so research might be required to deepen understandings and to seek solutions.
 
Policy then asks what we should do in relation to our issues, problems and opportunities. This challenges us to think about goals, objectives and outcomes sought.
